Share Application for the 2023-24 Angelo Del Toro Puerto Rican/Hispanic Youth Leadership Institute
The Division of Multilingual Learners is excited to announce another year of The Angelo Del Toro Puerto Rican/Hispanic Youth Leadership Institute (PR/HYLI), a civic engagement program on Saturdays dedicated to empowering Hispanic/Latino(a)(e)(x) youth through a series of leadership sessions designed to foster an understanding of the legislative process, cultural pride, advocacy, and community action.
Please share this opportunity (English flyer, Spanish flyer) with your Puerto Rican, Hispanic or Latino(a)(e)(x) high school students; eligible students should apply using this application by November 1; the application includes which includes a 525-750-word essay completed in English or Spanish.
- Sophomores will participate in a community-driven student action project called “TAKE ACTION! Social Justice THROUGH THE ARTS.” Sophmores will acquire a deep understanding of legislative bills, examine their intended and unintended consequences for the Hispanic community in NYC and statewide (suburban and rural communities), and devise creative and innovative approaches to address the issue where they will present their action project on Community Action Day on March 2.
- Juniors and Seniors who successfully complete 30 program hours and actively participate in the program will be invited to attend a three-day leadership weekend in Albany and nominate themselves as an outstanding delegate of PR/HYLI, two elected delegates will meet with legislators in Washington D.C., and one lucky winner will attend the 2024 SOMOS conference in Puerto Rico. All seniors are encouraged to apply for the PR/HYLI SOMOS scholarship, and have the opportunity to complete two points for the NYS Seal of Biliteracy capstone project, and lastly opt into a 3-credit CUNY College SPEECH course.
High school students interested in learning more about PR/HYLI Saturday program may attend virtual informational session on October 18 to learn more about this year’s institute.

[Reminder] Offer the New York State Seal of Biliteracy for School Year 2023-24
As in previous years, students may earn the New York State Seal of Biliteracy (NYSSB) as a diploma endorsement upon graduation, which recognizes high school graduates who attained a high level of proficiency in listening, speaking, reading, and writing in one or more languages in addition to English. If your school is interested in participating in the NYSSB, you, or your designee, can sign up by completing this form by November 20.

Access Classroom Lessons on TeachHub
- Standalone English as a New Language (ENL): In TeachHub, select the “ENL Standalone” tile under “Educator Resources” on the K-12, Elementary School, Middle School, High School, or DOE Created tabs. Add this tile to the favorites section of your TeachHub home page by clicking on the heart.
- World Languages: In TeachHub, select the Middle or High School Google Drive, then the Spanish folder. For guidance on these lessons, please see the Introduction to Lesson Sequences for World Language Teachers and NYC World Languages video library.
