Restraints and Time Out Rooms and Students with Disabilities- New Changes Parents and Professionals Need to Know

In July 2023, the New York State Education Department made big changes to the regulations on physical restraints and time-out rooms. These reforms change the way these interventions can be used with students with disabilities and stress the use of other options. In October, Governor Hochul signed a law banning corporal punishment in New York schools. As a result of these laws, the rights of students with disabilities and the duties of schools have changed significantly. Participants in this Lunch and Learn will learn about:

  • Key changes in the law relevant to students with disabilities
  • Interventions to prevent or reduce the use of restraints and time-out rooms
  • The role of parents, schools, and Committees on Special Education (CSEs) in behavior intervention
