As we near the end of another school year, we want to extend our heartfelt appreciation for your unwavering support of our monthly newsletter. It has been a privilege to keep you informed and connected throughout the 2023-24 academic year.
With this issue, we mark the end of our newsletter for the 2023-24 school year. We will return with new updates and opportunities in September.

Updated Guidance on Bilingual and ENL Instruction During the Summer
Commissioner’s Regulation Part 154 requires continuity of ELL instruction during the summer. ELLs should continue to be served in either a bilingual education or English as a New Language (ENL) program during the summer.
- Bilingual Education:
- CR Part 154 as amended by the Aspira Consent Decree requires schools to create bilingual programs if there are 15 ELLs (for elementary or middle school) in two contiguous grades or 20 ELLs (for high school) that speak the same home language in one contiguous grade.
- When this threshold is met with students served in a bilingual education program, these students should be grouped together for instruction.
- All efforts to hire a teacher with a bilingual education extension in the home language of the students should be made to serve these students. This is using the regular summer school funds.
- Summer Rising curriculum has ELL supports and scaffolds; bilingual teachers are trained to deliver and provide instruction in the students’ home language and English.
- If a parent of an ELL who was not served in bilingual during the school year requests for their child to participate in a summer bilingual class, you should honor that request.
- If a non-ELL participated in a dual language bilingual education program during the school year and would like to be included in the bilingual class during the summer, you should also honor this request.
- English as a New Language:
- Students in grades K-12 who are English Language Learners at an entering, emerging, transitioning, or expanding level of English proficiency who attend Summer 2024 will be prioritized for instructional support by an English as a New Language (ENL) or bilingual teacher as part of their academic day.
- Sites should schedule MLs/ELLs with “Entering” or “Emerging” English language proficiency for standalone ENL. ENL teachers who serve ELLs in grades K-8 may utilize the no-cost thematic digital units made available through TeachHub. Teachers may access these lessons by selecting the ENL Standalone Units tile, then selecting the appropriate grade-level folder. Additionally, please refer to our DML Instructional Google Site for resources, strategies, and scaffolds to support MLs/ELLs engage in and access core content alongside their peers.
- Sites should schedule MLs/ELLs with “Transitioning” or “Expanding” English language proficiency levels for integrated ENL. ENL teachers should co-teach daily during the literacy blocks and co-teaching partnerships should establish how they will communicate for lesson design and delivery, including identifying consistent, collaborative planning time.
- Students will receive instruction targeting language and literacy development and access to grade-level content through an ENL integrated co-teaching and/or ENL standalone instructional model that can also include small-group instruction and/or one-to-one support.
- Sites in Districts 1-32 will receive an allocation of a minimum of one (1) English for Speakers of Other Languages [ESOL] or bilingual education NYSED certified teacher per currently registered 40 ELLs. Sites with at least 15 ELLs will receive an allocation. For Summer Rising sites, the allocation is based on placement data from the Office of Student Enrollment. For high schools, the allocation is based on current school year data. The total Summer 2024 allocation is approximately $7 million.
- These teachers are hired with the Summer Rising for ELLs (Title III) funds.
For more information on hiring ENL teachers to provide standalone and/or integrated ENL instruction, review the guidance on the Multilingual Learners InfoHub page. Receiving summer sites may use the RSMR report in ATS, which includes LEP Flag, ELL Proficiency Level, Bilingual Program (if applicable), and Program Language (if applicable), to help with program planning and hiring at your summer site. The RSMR report in ATTSUM will also have this information. For support with determining needs for staff with bilingual extensions and certified ENL teachers or for additional questions, contact your ML/ELL director.

Access Classroom Lessons on TeachHub
- Standalone English as a New Language (ENL): In TeachHub, select the “ENL Standalone” tile under “Educator Resources” on the K-12, Elementary School, Middle School, High School, or DOE Created tabs. Add this tile to the favorites section of your TeachHub home page by clicking on the heart.
- World Languages: In TeachHub, select the Middle or High School Google Drive, then the Spanish folder. For guidance on these lessons, please see the Introduction to Lesson Sequences for World Language Teachers and NYC World Languages video library.
- Home Language Arts/Spanish Grades K-5: In TeachHub, select the Elementary Google Drive, the grade, and then HLA.
